DIRECTORATE: SUPPORT SERVICES
JOB TITLE: MANAGER ADMINISTRATION SERVICES
(THIS POSITION WILL BE STATIONED IN CLANWILLIAM)
Duties: To provide administrative support services to the institution to facilitate proficient administrative practices and
procedures Manage the key performance areas with the provision of an effective administrative service to core service
delivery functions and key performance and key performance areas by designing, developing and align policies,
procedures, reviewing policies and procedures and align document management systems to facilitate effective circulation,
response, storage and retrieval Manage and control the strict adherence to Council Policy and relevant legislation
Deliver an effective service on a sustainable basis on the hand of sound administrative principles and prescribed legislation
and objectives of Council Performs activities, co-ordinates and controls the departments administrative functionally and
attends to the implementation of procedures and controls to facilitate and support service regarding the daily working of
the division, updating, circulation and maintenance of information with regards to various activities To ensure an
effective administrative support service to meet the Municipality’s objectives Complete the KPI’s for the Division
Administrative Managing and Executing the compilations of the Annual Report Manage an efficient, effective and
professional administrative support service to Council, Mayoral Committee, and Section 79, 80 and Ad Hoc Committees
and Intergovernmental Relations as well as to the various departments within the organisation Manage the
implementation of procedures and systems associated with document flow –archive / records system (in accordance with
statutory prescriptions) and establishes, evaluates and maintains registry procedures for operating of the main registry
office and sub-offices and regulating record keeping To support main job functions in the Directorate: Support Services and
Manage and renders a general administrative support service to Director: Support Services / Municipal Manager and
departments, to ensure a quality administrative support service delivery Identifies and defines the immediate, short and
long term objectives / plans associated with administrative compliance Process applications for access to information in
terms of the section 14 Manual: The promotion of access to information act No 2 of 2000 in relation to information of own
division Monitoring, evaluating and identifying budgetary needs regarding the maintenance and upgrading of allocated
infrastructure (i.e. municipal and buildings) to ensure budgetary needs are met effectively Assist with the maintenance and

Requirements: A relevant three-year tertiary qualification, preferably a National Diploma or B degree Code B Drivers
Licence Management skills Managerial skills Attention to Detail Planning and Organising Skills Good
interpersonal and communication skills Be able to work independently Computer literate (MS Word / Office /Access /
Power Point) Good administrative, meeting procedures, writing and calculating skills Ability to function effectively in
stressful situations Fluent in two of the three languages of the Western Cape 8 years or more relevant experience of
which 2 years must be at Supervisory level.
Remuneration: T14 (R 443 442.48 – R 575 621.76) per annum plus normal municipal benefits.

Annexure A of the Municipal Staff Regulations Government Notice R890 as promulgated in Government Gazette 45181

Duties: Managing the key performance areas and result indicators associated with the managing, monitoring, maintaining
and co-ordinating the planning of infrastructure projects activities and co-ordinating of the spatial planning and control of
the Department: Operational Services within the Municipal area to accomplish immediate, short and longer term service
delivery objectives Iden fies and defines the immediate, short and long term objec ves / plans associated with capital /
maintenance / external funded projects Directs and controls outcomes associated with u liza on, produc vity and
performance of personnel within the PMU (Project Engineering Unit) Prepares capital and opera ng es mates and
controls expenditure against the approved budget allocations Manages the formula on of specific contracts and tender
documents and controls contractual obligations Directs and controls the professional , technical and opera onal
outcomes associated with the functions related to planning and project management of infrastructure Disseminates
